North America and Western Europe were the largest producers of phosgene until the early 2000s. However, strict regulations and increased awareness about the toxicity of such chemicals resulted in phosgene production shifting towards Asian countries, especially China. Currently, China is the leading country in the production of phosgene and its derivatives.
